London Takes Steps to Stop Demovictions!
Posted April 28, 2026
London ACORN members are pleased to see city council vote to take steps towards protecting tenants from mass displacement during ‘redevelopment’ and preserving the city’s existing affordable housing stock. On April 14th, members packed council chambers to show support for Councillor Skylar Frank’s motion that would have city staff study ‘tenant relocation and assistance programs’ (more commonly known as rental replacement bylaws) and report back on next steps.
ACORN has successfully worked with councils in Burnaby, New Westminster, Toronto, Mississauga, Hamilton, Kitchener, and Waterloo to pass similar protections, and we look forward to doing the same in London!
A strong rental replacement bylaw would ensure that any time a developer is going to demolish affordable housing…
- Those affordable units are replaced in the new development
- Replacement units are offered back to impacted tenants at the same rent (with allowable provincial increases)
- Temporary accommodations or rental top ups are provided for affected tenants until the replacement units are ready
- Moving costs are covered by the developer, not the tenant
- The City works with tenant outreach experts to advice tenants about their rights
After today’s council vote, we’re one step closer!
