BC ACORN protests at office of property management threatening to cut water and power to tenants facing eviction
Posted August 9, 2025
BC ACORN mobilized behind North Surrey ACORN member Oscar Carrillo as he confronted the property management company threatening to cut power and water off at his Whalley apartment building.
Kwantlen Park Manor tenants organized with ACORN back in May to fight against the demoviction of their affordable building. Despite an outcry from tenants and community allies, Surrey City Council unanimously voted once again to side with developers, and ignore the needs of Surrey families. The redevelopment application brought by landlord RBI Group of Companies was approved, and shortly afterwards all tenants received eviction notices.

As the eviction date approached, ACORN members at Kwantlen park were told by staff from Pacific Quorum Properties that water and power would be cut off at the building in clear violation of tenant rights.
BC ACORN got to work and organized an emergency action at the offices of Pacific Quorum Properties, demanding that they commit to keeping the lights on at Kwantlen Park, and work with remaining tenants to help find affordable housing in the neighborhood.
Predictably, Pacific Quorum staff refused to sit down and meet with ACORN when confronted at their office. Instead staff opted to hide in the backroom of the office out of view, and call the cops! (of course they never came, tenants have a right to be organized and stand up against injustice!)
Not to worry, ACORN members aren’t in the habit of giving up without a fight. Oscar left a demand letter taped to the Pacific Quorum Properties’ office door, and we’ll continue to organize until all our demands have been met.
